[FIXED] [Mage][Frost] Icicles

Info=

1. If you have 5 stacks of Icicles (wowhead link), Casting Frostbolt (wowhead link) will not refresh cooldown on its buff

2. Seems each Icicles (wowhead link) has an internal cooldown and they don't disappear if the buff expire unless they finish their own cooldown (you can recognize the mistake by looking at the buff stack and Icicles that are above your head)

3. Icicles (wowhead link) does not increase your Water Elemental (wowhead link)'s damage

4. I don't know how but once i casted a Frostbolt (wowhead link) and it gave me 2 Icicles but then it's buff disappeared quickly and i still had 2 on my head, I stacked it to 5 (on my head) but buff was not increasing more than 3 even when i was casting                   Frostbolt (wowhead link) again

1 and 2 are directly related.
4 is due to Ice Nine (look up the artifact trait -> your frostbolt has a chance to generate 2 icicles)
