Is ulduar bugged ? at the dragon when i have to use the harpoons , i do that but the boss doesn't come on the ground and i can't hit it...what should i do ?

Hello.
Yes, Ulduar is mostly bugged. You have to click on the harpoons only after you get the notification on the screen "Harpoon is ready for use". You can choose to use 1 harpoon after it becomes available or you can choose to wait for all 2 harpoons to become available (2 harpoons 10 man, 4 harpoons 25 man). If you click on the harpoons before each of the notification "harpoon is now ready for use", the encounter will be bugged and you won't be able to complete it.
