Confirmed.

Patch changes:

Legion Patch 7.1.5 (2017-01-10): Quackenbush is now level 110 and his selection of wares has been updated.
WoD Patch 6.0.2 (2014-10-14): Quackenbush is now level 100 and his selection of wares has been updated.
MoP Patch 5.1.0 (2012-11-27): Added.

It's missing on both realms, Genesis & Felsong
