Bug description: If you're kicked (silenced) on the frost school of magic, you can't cast ebonbolt even though it's a shadow-frost spell. You should be able to cast it even when frost locked.

As you can see from the video below, I should be able to cast ebonbolt after getting kicked (silenced) on my frost magic school I'll still be able to cast ebonbolt.
