Bug description: The NPC finder claims that he is alive and I've searched the zones where he should've spawned but he is nowhere to be found, I have spent a few hours waiting for him to respawn and he did not.

I can confirm he spawns, got the mount myself.

Yesterday, and it was the one on 48.04, 55.86.

Random chance to find him at one of the pooled locations, no bug.
