Bug description: it reduces the CD by 1.8 sec for me, instead of 2 seconds

Nope. Prayer of Mending's base cooldown is 12 seconds, but your haste reduces is to 11.17 seconds, which is shown s 11, because it already has two digits, client truncates it. When you choose Piety, it gets down to 9.17, which is in turn shown properly, because it has only one digit. I assure you the spell works properly.
