Bug description: Charge sometimes doesn't charge into enemy player or to NPC, it applies effect but it doesn't charge as it should.

There are delays on spells, you can observe especially to spells with charge or dash mechanics...

This is not due to delay.That would mean that it will charge after few ms/seconds, but it's not charging at all, so it's a mechanic bug.
