Bug description: the 'proc' doesnt work

Proof: no screenshots, but ive been fighting mobs for 15 minutes and it didnt proc a single time.

how it should work:

Grants 3 different random buffs for 8 seconds. The heroic (825 ilevel) version of the trinket gave 1189 rating for each respective stat. The individual buffs you can get are:

Mastery: Dirge of Angerboda
Crit: Howl of Ingvar
Haste: Wail of Svala

It is possible to proc all three at the same time.
