Bug description: So after hitting Friendly with all 5 reputations around the Broken Isles, you should receive this quest in your Quest Log to enable World Quests.
And yes, at the moment it's possible to get at least Friendly with all 5 - you have to complete the zones' storylines.

the server can't be launch without fixing such an important quest. when will we be able to get acces to world quests?

Indeed, this is how we get rep for the rest of the game with the associated factions. I wonder if such a vital component to the endgame will be fixed by the time release comes.

This is an ACCOUNT-WIDE QUEST. This quest ID needs only be completed once per account to unlock world quests. Any other alt will instead get this quest ID: https://www.wow-freakz.com/quest_helper.php?quest=45727&&name=uniting-the-isles

Which is the same, but has no rep requirement, and is basically just to unlock and give the Whistle to the player.

Well, to start with, some of the world quests involve dungeons and world bosses (rare quests and epic quests, respectively). So maybe that's why they're not making it work yet? =/ I've only seen ONE world boss spawned. In Azsuna. And not all of the dungeons are up. =/
