[FIXED] [Mage][Frost] Ice Barrier Slow

Bug description: As the spell tooltip states, melee attackers should be slowed upon striking, but there is no slow happening on freakz. It should most likely applied Chilled debuff ( https://www.wow-freakz.com/spells.php?spell=205708&name=chilled) just like other frost spells - frostbolt, blizzard, frozen orb etc.
