Bug description: Base proc chance should be 30% from Arcane Blast casts, not taking into account Ethereal Sensitivity or Words of Power and 15% from the rest of arcane spells.
On spell finder it says * Apply Aura: Proc Trigger Spell
Chance: 15% (Probably wrong, value may be used for something else, read spell tooltip)*
