[REJECTED] Emissaries quests bugged

Bug description:
In this topic i have two bugs:
1) I dont have emissaries quests unlocked and i have friendly with all legion factions that require / proof below (in bag), i have completed the "uniting the isles" quest. I completed this quest like 1 week ago or maybe more, dont know exactly, i though its bugged and will be implemented soon, but nop, other players can do them. + mostly of my world quests are not tracking, i tried to relog, delete cache, run form the quest area and come back, but still not tracking.
2) The repeatable quest knowledge is power which gains you artifact level is not working for me, i asked a few guys about emissaries and this quest and they have no problems, it works perfectly fine to them.
Note: I know i have just 250 Order Resources and its req. 500 to complete but its not working, i spent the resources to do that 7days research or something like that, soon ill make again 500 but im 101% sure that will not work.

Same here and plenty of other bugs relating only to my toon. It makes it quite frustrating and this hard communication makes it even more frustrating

I just did two world bosses, Humongris and Flotsam, but the WQ are not tracking as i mentioned before.

Emissary quests still bugged, its funny that already more than 1 week passed and no one posted something helpful.
