Priest artfiact BUG because server went down

Hello Admins, I was working on getting my artifact wep. but while i was questing the server went down, probably for an update, i don't know. The fact is that i can not continue my quest. There is no NPC to give the quest back, I followed what I have allready done, maybe some quest restarted, but still nothing, can you restart my quest please?
