Bug description: i cant use Blessing of Sanctuary when im in stun, fear or smth.

"This can be cast on yourself to give yourself the 60% decrease in CC duration for 5 seconds, but it can't be cast on yourself while you're being CC'ed. So no, this isn't a second trinket. It's useful in cases when you see, for example, a Warlock cast Fear on you, and you have no way to interrupt it. Then you can cast it on yourself and the duration of that Fear is reduced. But otherwise, this is pretty much a group tool, not a solo tool."
