[DUPLICATE] "Reins of the Heavenly Golden Cloud Serpent" does not work

Bug description: I can't use "Reins of the Heavenly Golden Cloud Serpent", i have all ridings and i'm exalted with the "Emperor Shaohao"

Are you sure you have Cloud Serpent Riding? Exalted from "Order of the Cloud Serpent"?

I have in collection "Thundering August Cloud Serpent" but I can't use it when I don't have Cloud Serpent Riding and Exalted with faction "Order of the Cloud Serpent". You must also have exalted with this faction to gain the ability to fly on serpents.

Cloud Serpent riding should be removed in legion, so cloud serpents should work even without exalted rep
