Bug description: Council of Elders had no loot (the problem might be here) , after that every boss is unavailable in the raid.

- Council of Elders : If you kill a boss early and you start the encounter and you kill the rest, when you go to Tortos he will be frozen.

Let the script execute on the bosses dont kill it instantly with the damage of legacy buff
