Bug description: it should incapacitate the target for 5 seconds but it doesn't even doit for 1 sec, no stun at all, no intrerupt, etc. it should onely stun if you take this talent. https://www.wow-freakz.com/spells.php?spell=200199

Tested this right now, It works perfectly fine, If the issue reoccurs remake this bug report. Also don't forget to bring in-game proof.
