[REJECTED] [Unlocked-Potential]Missing NPC Mage Artifact Quest

Bug description:
I started doing the mage artifact quest chain line,using the arcane artifact,it was all good until i got to the quest called unlocked potential
The quest asked me to to empower my artifact so i did (the arcane one) after that my quest was completed and i needed to return it to the npc standing by the floating book,here is a video:

But the npc wasnt there,so i searched the site and it said to go to hillsbrad foothills using the dalaran portal.
I used the dalaran crater portal,i searched around for i dont even know what and found nothing.
I tried then abandoning the quest but now i dont even know where to take it because the npc still isnt there
On the minimap it shows that he is there as you can see

I even tried using the artifact_fix on the site but that only deleted my fire artifact after i got it from the mail i put it on me the guy still isnt there.

EDIT: Something happend i got kicked 2 times and got back in and i had the quest i took it while having the fire artifact in my hand but i couldnt empower it because i had no artifact power
I tried using the frost one and it completed the quest but the npc is not there again!

EDIT 2: The server restarded i had the quest 1/1 finished i went to where the npc was and he was there
Im sorry for posting this i had no idea after the restart it would have fixed my quest. Thanks
