[REJECTED] [Artifact - Demon Hunter] Quest Giver Doesn't Appear

Bug description: The quest giver for the artifact quest chain for demon hunters doesn't appear anywhere.

I wish to mention the following:
1) I tried the macro and it said the quest was completed (i tried the quest id for the horde counterpart as well, since i am be, and it provided the same message);
2) I tried using /reload on almost all dalaran to see if any new quests pop-up, to no avail;
3) I tried leveling up to 102 ( I was 101 ) to get the quest giver to appear, again nothing happened;
4) I have encountered more demon hunters that claim to have the same problem.

The npc appears after you enter dalaran broken isles
