Bug description: Cannot complete the quest after gathering the required herbs

The quest can't be completeted, and WQ ends soon so I don't think they will fix it...

1. Go to the quest area with less that 40 herbs in your bag. Have someone trade you some herbs so that you get at least 40 after the trade.
2. If you got access to guild vault, type /cast mobile banking while in the quest area, then put your herbs inside the guild vault and then get them back.
Each of these solutions will help you complete the quest.
