[DUPLICATE] PvP flagging when PvP is set to off

Bug description:
Proof: AOE and multi-target abilities hit flagged players from other faction (ally/horde) when my PvP is set to off-this causes PvP to be set to on. Happens on literally every world quest, boss, and a high percentage of quest content, makes world bosses a hot mess. I know I can relog to remove PvP flag, but relogging 25 times per session is not fun gameplay-please fix. For several classes this is unavoidable.
