Bug description: Titanforged item isn't any different than a normal version of the item sometimes

Those items should be 820 by default, so if we can figure that out, titanforged/warforged will work as well.

Bug was caused due to scaling

we tested on level 110, seems that on lower levels, it bugged out. It should be fixed after the next restart, however it is not retroactive (meaning the items you already got, won't get their item levels increased, sadly)
