Bug description: Currently, some artifact weapons are bugged and cannot be upgraded. You use some ap, relog and it's back to lvl 0. Also, u cannot get that weapons' skill as it says its rank 0 from 0. ( currently confirmed for vengence dh and resto druid )

Also a bug with the windwalkers artifact. I believe the cause of the issue is that a relic was placed into the artifact before getting the first trait.
