Tier 17 transmog - Blackrock Foundry

Is there any way to get the tier 17 transmog? It's supposed to drop from blackrock foundry, but I can't enter it as it says 'This instance is unavalaible'. There's also no wod items in shop, so is there actually any way to get them?

The instance is not scripted yet. It's not a priority right now.
