[DUPLICATE] [Can't Lockpick higher level Junkboxes]

Bug description: [Lockpicking Requires Skill Level]
Proof: when attempting to unlock a junkbox with level 175 or higher (Study Junkboxes etc.) it prevents you from unlocking it due to a requirement for skill level even though junkboxes no longer require skill level since patch 4.0.1 (it only require the rogue to level up to unlock boxes at higher levels)

Pick locks skill level is directly related to the rogues level, but yes it is bugged and seems the rogues skill level never increases as we can't open any lockboxes.

And thus why i posted this. Since cata the junkboxes are supposed to scale with the player's level not the lockpicking skill since that was removed along with weapon skill levels. I want to be able to open boxes and get items for disenchants
