Bug description: Quest giver for Horde isn't spawned. Mehlar Dawnblade (https://www.wow-freakz.com/npc_finder.php?npc=78577&&name=mehlar-dawnblade) needs to be spawned for us to take this simple quest at coords 55.4, 67.
Proof: Check your links, NPC isn't spawned, nobody completed the quest.

Keep in mind Soulbinder Tuulani (https://www.wow-freakz.com/npc_finder.php?npc=77737&&name=soulbinder-tuulani) and other Draenei quest givers should be neutral (Most of them are hostile) to Horde, not attackable, and NOT reward council of exarchs rep. That's for Alliance.
