[FIXED] Mage-Frost-Passive-Brain freeze

Bug description: once brain freeze is activated it doesn't get consumed, it lets you instantly cast Flurry but without the 50% damage increase and without applying Shatter. This appeared only today (28/7)

Same issue as it was for Presence of Mind, the fix was already deployed, awaiting restart.
