Bug description:Its not a duplicate,atleast pay atention FFS,When i want to talk with the npc the bubble of talk doesnt show so i cant complete the quest

"Was just trying to complete this one and can't talk to occuleth, i get the order to kill get her to 10% and try to talk to occuleth but dont get the teleport option.
Tried 4 or 5 times now, cleared cache and all before trying.
For the last attempt i was trying to talk to occuleth all along the quest, to see if the option would appear sooner but... no luck.
Seen ppl with the same bug and seen some other just disappearing so it seems to be working for them, but for me its bugged. "
