Search in your quest log if you have the quest , https://www.wow-freakz.com/quest_helper.php?quest=41138&&name=feeding-shal-aran , that's the reason you dont see the NPC.

The quest is working , conform WoW Freakz DataBase -> Completed by: 8552 players @ Felsong
