Bug description: i don't know if it's a bug but when you talk to this npc you don't get to see the shop

Confirmed. The loot table is missing from the NPC.

This npc should sell WOD Challenge Mode gear for players WHO HAVE WOD CHALLENGE MODE ACHIEVEMENTS. But since challenge mode was removed in legion, these items are no longer obtainable
