Have you checked the combat log?
It has 25% chance to do double damage (or 1.33x in PvP): http://www.askmrrobot.com/wow/theory/mechanic/spell/doomdoubled?spec=WarlockDemonology&&version=7_1_5_23420

It works perfectly for me. There is no visual effect or anything, it just deals double damage.
