Bug description: You should be able to see and kill Downfall without Candrael's Charm. The only needed thing for the hidden artifact to drop is AK level 5
Proof: Hidden artifact comment section ; Video ; "[...], however you do NOT need the charm."

NPC doesn't have visibility conditions, should be available for everyone to spot him. Be sure to check on NPC finder first.

Earlier you needed Downfall Tracking to see the NPC. I tried to do it twice till now and I can't see him.
