[FIXED] [Mage][Frost] Ice Barrier + Chill

Bug description: Dots trigger Chilled slow when damage is absorbed by Ice Barrier (it is incredibly annoying in bg's since you cant remove the slow even if you are a druid)
Also Chilled slow, even if it says 50% it does not feel like a 50% slow(it might be a little higher)
Proof: Ignore the mage's spell, it didnt hit me, you can see that i am 100% hp, also it is easy enough to test this bug
