Bug description: you are right it generate shards but just one shard for 4x shards. It never generate more than one shards when you use more than one shard you have a 20% chance for every shard you used so when you use 4x shards you should have chance to get 1-4 shard not just one shard.

If you read the [Soul Conduit] description carefully you will see this:
Every Soul Shard you spend has a 20% chance to be refunded.

So when I use 4x shards each one have 20% chance to refund them self if I am lucky I get 4 shard back if not I get 0 or 1 or 2 or 3.
It's the same for other spec when [chaos bolt] cast you have a chance to get 2x shards or 1 or 0.

I actually went to retail to test this, after several casts of Hand of Gul'dan I actually got refunded most of the times 1 Soul Shard, but yes, it can (and it did) give you 2-3 soul shards as well. So it's not 20 * (soul shards spent)% to generate ONE, but rather 20% per Soul Shard to generate one.
But I just checked our version of it, and it is the exact same.
