Questions about population

Hi. Me and my friend decided we wanted to join a mop server and after searching for a while this seemed like the best choice, however currently there are 400 people online and its around a main playing time.

What im asking is, is this server still alive? Or has everyone moved to legion?
Even if there are only 1000+ people, does ot take long for pvp to queue up or to find raids?

If it going to be an Instant lvl 90 PVP server , i am away and alot pve that keep playing atm MOP will leave, don't appreciate that was my first server that was almost flawless , could play finally all those quest chaines that on most servers where broken
