Idk where to ask so i will ask here
My question is simple: can I have alliance title (for example "of the Alliance") as Horde char if I buy it from item shop? Thanks for answers

Yes, you can. However please keep in mind that titles get converted if you do a faction change.

An actual example:
- you get the "of the Alliance" char on a horde char. All good
- You transfer your horde char to alliance. All good
- you transfer your char from alliance back to horde => your title gets converted from "of the alliance" to "of the horde"
