[FIXED] [Mage][Arcane] Overpowered

Bug description: Overpowered talent seems to work correctly in PvE after the change (60% dmg and mana) but in PvP the buff should stay at 45% dmg if I remember correctly, but now its only 35% in pvp.....so the talent in pvp is worth extra 5 % dmg,which is rly underwhelming. At least the tooltip says so, cant check exact numbers. Also I wondered if the 8% base damage buff to all arcane spells was included in the recent change (AP nerf to 60% and ampli nerf to 12% came along with 8% base buff)
