[REJECTED] Draenor Enchanting scroll does not teach any recipes to push enchanting skill

Bug description: Upon reaching Enchanting skill 615, the progress is as follows: You are meant to obtain a scroll called 'Draenor Enchanting' http://www.wowhead.com/item=111922/draenor-enchanting. This scroll can be easily obtained from a vendor in Warspear. This scroll is supposed to teach you a skill which consequently enables you to research a 'spell' that crafts a currency with which you buy enchanting recipes from a vendor and also teach you a few recipes to begin with the Draenor enchanting. After buying and learning this scroll, it simply did not teach me the skill leaving me recipe-less and thus unable to advance my enchanting skill further.

Not sure how to provide a proof other than simply showing you my enchanting. I have been to Warspear, bought the scroll, learned it and didn't receive any enchanting skills.
