Rubberbanding

Hello everyone, I'm going to explain my main problem about lags..

While some players are moving, I get rubberbanding : that is to say while a player is moving, he's teleporting.
I can explain this by a schema : Normal movement : ->->->->->
What I see : ->->-->->->-->

Teleportation's weight is really low, but I just can't play some melee DPS because I can't see clearly players's movements.

Latency : World 40 MS
ME 45 MS

I'm using Eset nod32 as anti-virus : For my opinion , Eset nod32 may be the main problem but while I'm using Player Mode, it doesn't change anything.
I don't have any Fire-Wall on my Wow File.
I don't have any virus or something else, my PC is totally clean (Conclusion from my computer scientist)
I'm running to 8Mkb/s about debit internet, then isn't the problem.

I didn't download wow by Utorrent, I downloaded in playing. Actually I'm downloading another file on Utorrent to correct myself my problem.

Please do you have some tips to make right Wow ?
