Bug description:
The entirety of the shaman order hall campaign is missing. The quests are not available anywhere as you can see by the freakz questhelper in database link 3. The quests are listed there but cant be started. This might be happening due to the scripting of the artifact acquisition, as it was part of its story and follow-up.

After getting the artifact, the player would get a quest to end the storyline of it (link 1), and to spend the first artifact power and unlocking the first talent (link 2). After it would get promped to select a zone to start the assault on the Broken Isles (link 3) and that is the starting of the entire campaign.

This is part of the order hall advancements and its crucial to acquire more followers for Missions and other traits like the 3rd relic slot of every Artifact Weapon.
Each class in Legion has a long class hall quest chain — campaign. During that chain you'll raise your power and power of your class hall. You'll train followers, gear them, research your artifact and other things.
I dont know the state of the other classes but Shaman isn't working.

The (link 4) has the list of the quests in order if im not mistaken, just need to select the 7.1.5 filter and you can see on the spoiler tab the entire thing.
