Bug description: Right now, the elemental summoned by this trait it spend Clearcasting and it shouldn't do that.
Proof:

You can see at 3:23, shaman has clearcasting on him and elemental cast behind him without spend clearcasting.

What do you mean? You summon the elemental and it consumes a charge, or each time the elemental uses https://www.wow-freakz.com/spells.php?spell=191732 a charge gets consumed?

Yes, elemental focus=clearcasting.
I summon elemental and if I have elemental focus up, it consume the elemental focus. Elemental focus should be consume only by the caster, not a pet, elemental, minion..
