Bug description: don't have this quest at this npc, for rogue outlaw hidden apparence quest

man that binding is not a quest item? I do not need quest to take binding? i was at boss i kill it and drop noting , srsly give me that quest or a good answer how can i get a quest item if i don't have quest for that

i have left part (from Neltharion lair) and the 10 mining mats and i have killed the boss in Vault AND YES i count it, 72 times it has a 6% drop change in the web and still nothing ! fix that drop its not even 1% and what that guys says its wrong! u must fisrt have the quest then start picking those items, i just got left part with no quest, and now i have quest and left part and after 72 tryouts nothing, srly, fix that im really frustrated and disappointing.

seems no one cares, same with my APPROVED bug in OL Grappling Hook, weeks no fix, i still did like 42 more runs in VOW 72+42= u do the maths this shit wont drop, i quitted, every one elses has like 2/3 specs hidden skins and the only spec i play its impossible, WTF !!!

The drop rates are multiplied by 12% already so you don't have excuse

i already have the left part dropped in NL ... but this VoW part its a pain.

Freakz Drop% Binding 1 - > WoWHead Drop% Binding 1

On wowhead it's 0.3% => 0.3 * 12 = 3.6 (freakz drop%)

Freakz Drop% Binding 2 - > WoWHead Drop% Binding 2

On wowhead it's 0.5% => 0.5 * 12 = 6
