Bug description: This spell's RPPM works the opposite way while haste is taken in calculation. Without any haste items on a char, you get like 2 procs per minute in general. With 13k haste on a char, you will get one in most cases.
Proof: If they explain here https://us.battle.net/forums/en/wow/topic/20749135052 and here https://us.battle.net/forums/en/wow/topic/20753261097 that the RPPM is also changed if the player uses more haste, shouldn't it proc a second or a third time more often if you have more haste..compared to not using any haste?

I know the RPPM works. RPPM is a random proc, meaning with 10% haste you can get 5 procs or you can get 1. I will let Quick check this to see how it is implemented because you cannot test things like this very well.

RPPM for PoDS is :
Real PPM
= 1 * (1 + TotalHaste).

I checked with haste buffs and it did not seem to be anything wrong with it.
