Can't goto Pandaria

I migrated 2 of my chars from other server to this server to level 105.Whenever I'm trying to goto Pandaria shrine I'm getting teleported to Dalaran.Some People along with the GM told me that I need to do the quest 'The Art of War" in order to go Pandaria.

Now the real problem is after boosting the chars to 105 the quest is unavailable for me in the Orgrimmar board and also no NPC is giving me that quest either.So im kinda stuck and can't goto Pandaria. Any GM can help me getting that quest or going to pandaria ? Thanks in advance.Character names : Xnolifer and Winterblack.

Basically no error is shown on the screen nor on the chat panel.
After I click the shrine portal initially it loads the pandaria loading screen.I took screenshot

Then After a split-second it starts loading the Legion Loading screen.I took screenshot

First of all, you probably have system announcements disabled, that's why you don't see the error

Secondly, to access shrines you need A SEPARATE QUEST CHAIN which you HAVE to do, unrelated to the "mop 'the art of war' quest chain"

Please tell me the which quest chain i need to do in order to access shrine or pandaria.I am really stuck here.Everyone i asked even the ingame ticket i wrote gave me a reply that i need to do 'The Art of War" which i can't get anywhere.

And how do I turn on the System Announcement ? Thanks.

Regarding chat: right click on the chat general tab => settings => other => make sure "system messages" is checked
