Bug description: Proc rate too high - On freakz proc on every rampage from meat cleaver - should proc just from first ramapage. Not from damage dealt via meat cleaver ! Should have 10% chance proc for first rampage. Right now proc very much when you hit with rampage via meat cleaver

Right now if u use ww to proc meat cleaver and after use rampage you have chance for each target hit ... You should have a chance just for first rampage.

Ro: Ca sa ma fac mai bine inteles , cand dai ww si procuie meat cleaver si dupa folosesti rampage sa lovesti 4 targeturi e aproape garantat proc , deoarece se ia in considerare si damageul rampage-ului din meet cleaver. It`s not a problem with stacking its just a problem with the proc .

I did some searching and, as you said, found alot of QQ threads about the proc chance being very low on retail, so most likely there is something wrong with the extra attacks from rampage caused by meat cleaver...assuming the rppm system is working as intended and doesnt glitch when multiple targets are introduced ofc.

Spell works fine as shown here https://www.wow-freakz.com/spells.php?spell=200845 (wowhead link) - check on wowhead link to see the comment .You gave us a link with the spell when it was under beta development.You can see that the comment quotes what blizz devs said before deleting a post on beta forum before release, which is 'Rage of the Valarjar is 0.7 RPPM on Rampage and Execute cast. (Likely to change to a % chance when we get to tuning.)'
The bug is that it procs on hit not on cast, that's why you got more procs when you hit more targets!
