Bug description: chain quest stooped at quest ( Recruiting more troops ) then i cant find any more chain quest to do it to unlock the 3rd relic (rating-razik) must be the next quest but i cant find it or start it from class hall and ther is nothing at highmountain so i need help here is the questlog and where to start the quest and there is nothing

That quest isn't scripted.Check https://www.wow-freakz.com/npc_finder.php?npc=106446&&name=sampson he should give you the next quest.If you still need help open a ticket.
