Bug description: To obtain:
Make sure you have Glyph of Disguise and Charred Glyph and equip them.
Go to 70.6, 50.6 in Hillsbrad Foothills where you will find Reislek's Ghost at the top of the mountain. (He can be reached without a flying mount by running up the hill from Ravenholdt Manor.) Edit: Note that without the ability to use flying mounts, the bag itself is not usable.
Pickpocket him to disguise yourself as him.
Walk to the north down the hill (can't mount while disguised) to Ravenholdt Manor and go downstairs to the basement.
Cast Detection (check the General tab of your spellbook) to reveal the ghost Orsur under the stairs.
Talk to him to receive Survivor's Bag of Coins.
Pickpocket humanoids to get "coins"
Pickpocketing gives 1-4 coins (after a short delay)
Coins are stored as a buff with stacks (stacks up to 50)
Coins (stacks) are lost on loading screens and when entering or leaving a cross-realm phase
Usable on every continent
Usable while mounted without dismounting (ground and flying)
"Can only use outside"
Only usable where you have the ability to use flying mounts
(this also means you can't use it where you haven't earned the right to fly yet, e.g. Pandaria before level 90)
Not usable in dungeons or raids
Not usable in battlegrounds or arenas
Not usable on Isle of Thunder or Isle of Giants
Usable while in a vehicle, however it has no effect
Ground target circle has a 60 yard range
Can be chained while in midair
Breaks stealth
Can be used while using Goblin Glider to gain more height and glide longer distances + uphill
Resets jump height (can be used to prevent fall damage) however you will still take fall damage if you fall far enough after using
Jump angle is the same every time (~45 degrees) regardless of where the coin is thrown (i.e. cannot be used to jump directly upward)
Usable while on a flight path; propels the taxi a short distance, however it will quickly snap back to it's intended path and doesn't do anything other than look amusing

there is nothing much to say the item is taken from ghost in Ravenholdt manner so i think it's simple just check the npcs in wow head Orsur and Reislek's Ghost
