Bug description:

I tested the frost mage damage for a few days and i always see a huge fluctuation in Ice Lance damage in pvp. I am not sure what causes this, but most of the time it deals under the tooltip damage. I compared the results with frost mage gladiator Xaryu and his mage deals a bit more amount of damage with Ice Lance. Sometimes Xaryu get's to 300k and i only deal at most 240k with burst on. Most of the time when i burst i don't get past 220k, i also have moments when i deal 200k or 190k in burst in arena, and other times it rocks a bit over 240k, i can't understand why. One thing to note is that other damaging spells deal the same amout of damage over and over again unlike Ice Lance.

Ice Lance deals damagr based on frostbolt. When you do X damage with frostbolt, mastery% of that damage is saved into an ice lance. There are lots of modifiers that can affect its damage, for example Black Ice (ice lances will deal bonus damage randomly). I tested it too, there is no fluctuation, meaning i can keep track of each ice lance's damage by looking at frostbolt's damage (exception would be black ice, because it is decided on launch if it gets converted)

When i casted several ice lances, i did not cast any frost bolt before, it is just the base damage, ice lence modifiers just ramp up the base and critical damage. There is not "chance" modifier on ice lence. Also , the tooltip damage of ice lance stood the same but the damage was different.

@Quicksand what are you talking about is icicles. Ice lance dmg is 120% of players spell power, so your wrong...

well ok, if this is normal, any idea what causes it, i also see that if i frost bolt the target the damage goes up a bit an stacks for the next ice lance, i don.t see any talent or any tooltip that says that.

Why is this still on pending? it's easy to test and it's confirmed 100%, take out all gear start doing ice lances u goet 10 out of 10 different damage done.

Well apparently the damage is not fixed on retail either it fluctuates there aswell, although i find it really strange because (mostly)all caster spells in this xpac deal 1+X% amount of spellpower damage, ice lance included, there are no variable damage ranges like in previous expansions. Not sure what to say on this. What does mrrobot say?

Ice lance damage goes up after frostbolt from this Chain Reaction, but the frostbolt must crit to trigger this trait, and the trait can stack 3 times giving 30% damage increase to icelance. So thats why sometimes icelance deals more damage after frostbolt

That's really awkward , because accordin to http://www.askmrrobot.com/wow/theory/mechanic/spell/icelance?spec=MageFrost&&version=7_1_5_23420 :

Damage
= 1.2 * TotalSpellPower * TotalDamageMultiplier
if HasTalent(SplittingIce)
= Damage * 1.05
if HasBuff(WintersChill)
= Damage * 3

i've taken all my gear and weapon off so i'm naked no traits apply, no splitting ice talent just pure damage, it should do as it sais in the tooltip.

Damage should be exactly as stated there, 1.2 * totalspellpower * totaldamagemultiplier, uninfluenced by other things, i really dont understand why it fluctuates and/or if it's a normal thing. Quicksand you're thoughts ?

I did not cast frostbolt, i just spammed ice lance.

i understand, but this is not the case, i just spamed it. Also by increasing damage i mean increasing the tooltip damage, not counting the % increase damage. It basicly modifies the tooltip. I also didn.t have that trait when i made the screen shots.

xaryu plays with incanters flow which stacks in combat and most likely he is bursting when its on 5 stacks { 20 % dmg increase ) also idk if u have 3rd golden trait which increase frost dmg while u have icy veins up by 20 % , those 2 spells should increase your dmg to those 300 k

and there are many more modifiers as @quicksand said
