[FIXED] [Mage] [Frost] Splitting Ice Talent not working properly!

Bug description: So this talent should do 5% increase damage to all ice lances and icicles, and then hit another target for 80% of the damage.
I'll just go in to the 5% increase damage for icicles:
first 2 tests are done naked only with weapon equiped.

Test 1: Specced in Frozen touch:
Frostbolt damage: 66485
Mastery value: 23%
icicle damage: 15037
>> so far so good the damage is calculated correctly.

Test 2: Specced in splitting ice:
Frostbolt damage: 66485
Mastery value: 23%
icicle damage: 15037 and it should be around 15800.

Test 3: Fully equiped with 80% mastery, 128k frostbolt.
a) frozen touch icicles do : 102k dmg which is correct.
b) splitting ice icicles do : 102k dmg which is 5% less then it should, it should do 102k +5% = 107.5k

Confirm, tested with pinka @ dummy. Ice lance dmg gets increased but no change for icicles.
