WoW Freakz spell link: 7.1.5 with 6 levels: 10/10/10/8/6/4 (total 48s reduction)
Bug description: it works like in prev patch when 1point=10 sec reduced cd. that is 1min instead of 48
Proof: I can't prove it.

Quicksand, please re-apply this since its still reverted and works the old way.

Update: Nevermind, its just the tooltip.

Are you sure? Tooltip wasn't changed, way too complicated, check the actual cooldown change please
